A December 1926 Cleveland newspaper headline declared, “100 Police Mop Up ‘Roaring Third’”—and the nickname stuck. Cleveland’s Third Police District, stretching across the near east side, earned its reputation through decades of vice, violence, and relentless change. Immigrant families and later Great Migration arrivals built lives in overcrowded, aging homes. Freeways cut through the neighborhood. Suburban flight deepened the damage. Speakeasies, numbers rackets, and prostitution thrived in the shadow of Millionaires’ Row. Eliot Ness waged war on its vice and hunted the Torso Killer through its ravines. Don King ran numbers while his Corner Tavern drew crowds for legendary music. Carl Stokes rose from here to become the first Black mayor of a major American city. For all its danger and decay, this was home to those who endured, adapted, and never forgot.
