City trustee of Cuernavaca, Jesús Pastrana is a model public official who longs to rise higher in politics in order to put his ideals of legality and justice into practice. He has carried out his duty of auditing municipal income and expenditures so rigorously that his enemies call him “the sacristan.” Despite the rot in the bureaucratic apparatus, he has kept his distance from the cliques that serve power for personal gain, and he believes these virtues could catapult him to the mayor’s office. But the outlook is far from encouraging: his city has become a powder keg due to the infiltration of the narco at every level of government, with shootouts, cartel banners, bodies hung or decapitated, and the terrorism of rival cartels disputing the territory becoming almost daily occurrences.
